The managing principal of E. L. Tarlton & Associates, Inc., Dr. Tarlton has gained noted experience on a wide range of professional projects throughout the southeast, where he has designed and managed projects in the municipal, commercial, and private sectors. In Georgia specifically, he has been involved with projects for the City of Atlanta, Fulton County, M.L. King, Jr. Historic District Development Corporation, Albany Dougherty Planning Commission, and the City of Albany’s Department of Community and Economic Development along with several private sector clients.

Dr. Tarlton’s educational focus looks at design and community development expressly as it relates to improving education, economic and health-related issues, using an array of evidence-based design and theoretical techniques to inform policy and practice and improve the lives of the public.

Dr. Tarlton emphasizes client/community participation throughout the design process and feels that this cooperative participation is essential to the acceptance and quality of the project. This approach enables continuity and aids in the successful completion of projects in varying communities, of differing scopes, on time, and within budget.

Stephen Lee Richardson
Senior Landscape Architect

Mr. Richardson has almost 40 years of experience working on projects across the country in numerous environments, with a variety of environmental concerns. His strength is the ability to design and develop large, complex projects, working with other disciplines to achieve the final goals,
within the needs of social, economic, and environmental needs.

As principal of his landscape architectural design firm, Lee gained extensive experience in site development projects. Mr. Richardson’s experience in planning and design focuses on site-specific design. He has prepared Master Plans for a variety of project types including Corporate, Hospitality, Retail, Resort, and Institutional projects.

Mr. Richardson designed and helped create the earliest Lifestyle Center Retail projects, which featured “mall” tenants in an exterior environment. The creation of these early centers focused on creating “walkable environments, with outdoor dining and other amenities including water features, playgrounds, and environments which allowed for performances and gathering areas with large crowds. This model has been followed throughout the country bringing greater returns to developers and tenants. Lee understands the client’s needs and has instincts for developing programmatic models within a master-planned environment which often exceeds a client’s intended program. Such input has led to master-planned communities which have included hospitality, retail, recreational, and performance venues within larger communities.
